Job Description

Summary In this position you will serve as an Emergency Management Specialist for one of two vacancies; either as a Regional Federal Disaster Recovery Officer (R-FDRO) or a Community Assistance (CA) Recovery Support Function (RSF) Coordinator for Region One, in the Interagency Recovery Coordination (IRC) Branch, within the Recovery Division. The ideal candidate will have disaster recovery, deployment, and supervisory experience in dealing with disaster recovery activities. Responsibilities What will I do in this position if hired? In this Emergency Management Specialist (Recovery) position, you will serve in one of the following roles in Region One: as a Regional Federal Disaster Recovery Officer (R-FDRO) or a Community Assistance Recovery Support Function Coordinator. Typical assignments for the Regional Federal Disaster Recovery Officer (R-FDRO) include: Scoping, assessing damages, and determining required and available resources outside of FEMA's statutory programs and capacities needed to support the recovery mission, as well as sources of support to from other Federal Agencies or other Non-Governmental resources to address requirements after an emergency event or disaster. Serving as senior-level advisor to regional recovery staff and leadership concerning policy issues dealing with assisting individuals and/or communities impacted by emergencies or disasters. Deploying in a supervisory capacity when necessary, providing supervisory oversight of the IRC operations, managing organizational structure and personnel requirements. Facilitating robust and consistent communications with internal operations staff and corresponding operational staff from other Federal agencies, state agencies, tribal nations, and non-governmental organizations. Typical assignments for the Community Assistance (CA) Recovery Support Function (RSF) Coordinator include: Implementing the Community Assistance Recovery Support Function (CA RSF) as outlined in the National Disaster Recovery Framework (NDRF) and providing technical assistance, training, and advice to representatives at all levels of government to support in identifying or planning to carry out community-based, state-led, federally supported long-term recovery goals. Deploying in a supervisory capacity, to lead other Community Assistance specialists or advisors while coordinating and leverage partnerships from business, industry, non-profit, academic, and philanthropic institutions, as required for mission operations. Coordinating community-based pre- and post-disaster recovery planning and capacity building support among recovery partners and providers such as state, tribal and local government officials, as well as Federal, Private, and Non-Governmental recovery partnerships. Analyzing quantitative data available via an assessment tool, alongside researched qualitative data to best brief disaster leadership on Community Assistance needs, and pinpoint where disaster recovery technical assistance might be best received (communities that are the most impacted, with the most vulnerability, that have the lowest capacity to recover without Federal support). What else do I need to know? At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions. This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA. This position will be hired into a temporary 4-year, excepted service appointment. Appointments may be renewed based on workload, funding, and supervisory approval. To qualify for this Emergency Management Specialist (Recovery) position at the IC-13 level, you must possess one full year of specialized experience equivalent to at least the IC-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position.
