POSITION SUMMARY

The Illinois Department of Central Management Services is seeking to hire a Security Systems Manager with its Compliance & Accountability Division. This Executive II position is responsible for handling security system processes and programs associated with security systems issues, performing detailed field assessments, overseeing the agency's security identification badge system, and monitoring surveillance resources and reports. The ideal candidate possesses strong organization and communication skills along with specialized skills in security system software, manages multiple various sized projects, and identifies specific equipment and supplies needed for security system setups and upgrades. POSITION ESSENTIAL FUNCTIONS

  • Under general direction of the Statewide Security Administrator, serves as Security Systems Manager administering security systems functions for Illinois Department of Central Management Services (CMS) at owned and managed facilities.
  • Performs detailed field assessments at all CMS owned and operated facilities to comprehend the operation of existing door latching hardware, handicapped accessibility devices, and compatibility of existing wiring/power supply to determine the steps needed to integrate all the devices into the CMS Hirsch Velocity system or a similar security access software system.
  • Oversees the effective utilization, coordination, and administration of the agency’s security identification badge system.
  • Serves as working supervisor.
  • Coordinates and administers maintenance of equipment inventory.
  • Serves as a backup to the Statewide Security Administrator in traveling to various sites to provide functional oversight at all facilities and properties that are managed by CMS to contractual security guard services and off duty police security services where applicable as well as CMS security type positions.
  • Serves as a backup to the Statewide Security Administrator in planning and preparing the annual budget for security systems and processes at all CMS owned and managed facilities.
  • Monitors surveillance resources and reports suspicious activity to the Statewide Security Administrator to investigate violations and incidents if reported or observed.
  • Conducts training sessions for CMS security management staff.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
  • Requires two (2) years of progressively responsible administrative experience in a security related field for a public or business organization.

SPECIALIZED SKILLS

  • Requires working knowledge of using Hirsch Velocity/Identiv Security Systems software or similar computer security access software.
  • Requires two (2) years’ professional experience managing multiple complex projects of various sizes simultaneously.
  • Requires working knowledge of identifying specific equipment and other supplies needed for security system setups and upgrades.

PREFERRED QUALIFICATIONS

  • Prefers working knowledge of using Hirsch Velocity/Identiv Security Systems software or similar computer security access software.
  • Prefers two (2) years’ professional experience managing multiple complex projects of various sizes simultaneously.
  • Prefers working knowledge of identifying specific equipment and other supplies needed for security system setups and upgrades.
  • Prefers two (2) years’ professional experience managing either an independent or supportive program for a public or private organization.
  • Prefers two (2) years’ professional experience managing projects through to completion.
  • Prefers two (2) years’ professional experience analyzing administrative problems and adopting an effective course of action.
  • Prefers two (2) years’ professional experience exercising judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.
  • Prefers two (2) years’ professional experience estimating and budgeting for future needs and cost of equipment, supplies, and services related to security for state or private facilities.
  • Prefers two (2) years’ professional experience developing and maintaining cooperative working relationships.

CONDITIONS OF EMPLOYMENT

  • Requires completion of a background check and self-disclosure of criminal history.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
  • Requires the ability to be on-call for alarm and emergency security issues after hours and on weekends/holidays.
